In 2023, Tribus Advisory was engaged to support Project Atlas, a multi-phased transportation upgrade connecting rail logistics hubs across Thailand, Vietnam, and Malaysia. Our role was to lead procurement strategy and contract management across three jurisdictions, each with its own legal frameworks, supply markets, and cultural nuances.

One of the primary challenges was aligning procurement methodologies with funding requirements from multiple international stakeholders, including development banks and local government agencies. Tribus developed a unified procurement governance framework that complied with the Asian Development Bank’s policies while being adaptable to local regulations. This ensured transparency, value-for-money, and timely procurement execution — a balance that’s often difficult to strike in multi-country projects.

Managing Risk and Governance at Scale

Delivering international projects also amplifies traditional project risks. For Project Atlas, supply chain volatility, fluctuating foreign exchange rates, and geopolitical uncertainty required proactive risk planning. Our team established a central risk register, supported by real-time dashboards to monitor market disruptions, contract exposures, and schedule dependencies across all workstreams.

Through scenario planning and supplier diversification strategies, we helped the client mitigate delays and manage risk exposure across their $320 million budget. We also embedded local contract managers in each country, working alongside our core team to ensure governance protocols were upheld while fostering strong local supplier engagement.

Bridging Cultural and Operational Gaps

Perhaps the most underrated challenge in global project delivery is the human element. Differing communication styles, decision-making hierarchies, and stakeholder expectations can derail progress if not managed carefully. For Project Atlas, Tribus facilitated bi-lingual workshops and deployed a tailored stakeholder engagement plan designed to foster collaboration across ministries, contractors, and funders.
